Abstract
L’articolo contiene un approfondimento della relazione “Regolamento del giuoco del Calcio tra teoria e prassi” tenutosi il 6 Marzo 2023 presso l’Università degli Studi della Campania. L’autore offre un inquadramento delle regole del mondo del calcio nell’ordinamento sportivo e la caratteristica dell’emanazione preventiva rispetto al fenomeno che esse sono chiamate a regolare. Il contributo prosegue con un approfondimento sulla figura e sulla duplice funzione dell’arbitro, giudice risolutore di controversie, ma anche esecutore delle norme regolamentari, ponendo infine in evidenza la necessità di un ripensamento del sistema calcio nel suo complesso, con l’obiettivo di incentivare la diffusione della conoscenza delle sue regole per valorizzarne il ruolo formativo.
Abstract
The article represents an in-depth analysis of the congress between “Regulation of Football between Theory and Practice” which took place on March 6, 2023, at the University of Campania. The author provides a contextualization of the rules within the realm of football in the sport legal system and emphasizes the characteristic of their anticipatory issuance concerning the phenomenon they are tasked to regulate. The paper proceeds with a thorough examination of the role and dual function of the referee, serving as both a dispute resolver and an executor of regulatory norms. Finally, the author underscores the imperative for a reconsideration of the entire football system, aiming to foster the dissemination of knowledge regarding its rules thereby enhancing its educational role.
